// MGAs and wholesale brokers · The second job
Retail quotes, binders and surplus lines filing data, drafted from the market's terms.
Once a market quotes, someone turns its terms into the quote for the retail agent, then the binder, then the record the filing needs. This tests whether AI can draft all three and say what the home state still wants, on copies of 20 to 30 placements your desk already bound and filed.

// The one job
The market says yes. A quote, a binder and a filing sheet go to your desk.
Today an underwriting assistant reads the carrier's quote letter, or the rating output under your own authority, and rewrites it for the retail agent: premium, fees, every subjectivity and the date the quote expires. When the retailer orders coverage, someone issues the binder. Then the surplus lines desk works out the home state, gathers the declinations or disclosures that state wants, and prepares the filing.
In the proof of concept, AI drafts the retail quote, the binder and a filing data sheet for each placement, with every line traced to the carrier's terms or your file, and lists what is still missing before the filing can go. Nothing is sent, bound or filed. Your reviewer, the person who checks the most binders and filings on your desk, compares each draft with what your team produced.

// What makes surplus lines paperwork hard
One placement, one home state, a different file in every state
An E&S quote carries terms an admitted quote often doesn't, and each has to reach the retailer intact: a policy or inspection fee marked fully earned, a minimum earned premium if the insured cancels, an offer of terrorism coverage under the federal program with its own premium, and subjectivities such as a signed application, an inspection or currently valued loss runs, each with a deadline. The binder, on an ACORD 75 or your own form, has to match what the retailer actually ordered, including any option chosen in the order. A subjectivity dropped between quote and binder is the first thing your reviewer will look for.
Then, whose rules apply. Since the Nonadmitted and Reinsurance Reform Act took effect in 2011, the insured's home state governs the placement and alone may require the premium tax. For a business that is the state of its principal place of business. If all of the insured risk sits outside that state, it becomes the state with the greatest share of the taxable premium, and when an affiliated group shares one policy, the member with the largest share of premium decides it. A company run from Texas whose buildings are all in Louisiana is the kind of file the draft must get right, so it names the home state and the reason.
Each home state wants its own proof of the search for an admitted market. California's SL-2 Diligent Search Report lists up to three California-admitted insurers that write the coverage, each with its NAIC number and the month and year it declined, asks for an explanation when fewer than three exist, adds an addendum for private passenger auto or health, and is signed by a licensee who gives a license number. New York splits its affidavit: Part A from the excess line broker, and Part C from the producing broker when that broker obtained declinations, with three declinations from authorized insurers required unless the coverage is on the export list. Florida dropped its diligent effort rule for policies bound from July 1, 2025; its disclosure, which already warned that the state guaranty association does not cover the policy, now also says surplus lines rates and forms are not approved by any Florida agency.
Filing rules differ again. Fifteen states run a stamping or service office; elsewhere the broker reports to the insurance department. Texas requires filing with its stamping office within 60 days after the later of the policy's effective date or issue date, using the policy or, if none has been issued, the certificate or other confirmation given to the insured, and later endorsements must follow. Tax rates, stamping fees and whether a fee counts as taxable premium are set state by state, so the draft takes them from the rule table your compliance team keeps and flags any state the table does not cover.
What your reviewer watches: a home state picked from the mailing address, a binder premium that no longer matches the quote, a terrorism rejection with no signed form behind it, a missing SL-2 or Part C, and a filing date counted from the wrong day. Each finding cites the page of the carrier's terms or the line of your file behind it.
// What you send
Placements your desk already bound and filed
20 to 30 bound placements
Commercial placements from the last year, spread across home states: some from Texas, California, New York and Florida if you write there, one multi-state account, one with terrorism coverage rejected, and one endorsed after binding.
The market's terms
Each carrier's quote letter as it arrived, or for business under your own authority, the rating worksheet and the authority terms behind it.
What your desk produced
The quote sent to the retailer, the binder, the declination or disclosure documents and the filing record or stamping office confirmation. Together they are the answer key.
NDA first, then your rule table
The NDA is signed before any placement moves, and we never log in to a stamping office portal, AIM, Insurity or your email. Send the state tax and fee table your compliance team uses, so the drafts follow your rules, not ours.

// After a yes
About 30 days on new placements
Once your reviewer says yes, new placements run through the same job for about 30 days.
Every draft waits for your licensed staff. An underwriter or licensed broker sends each quote, issues each binder, signs each affidavit and makes each filing. The AI never quotes, binds or files, never signs an SL-2 or a Part C, and never pays or calculates a tax outside the table your team approved.
The live month is scored on the same written criteria as the test, by the same reviewer.

// One hard limit
A licensed person quotes, binds and files.
The proof of concept reads copies and drafts documents. It never quotes a retailer, binds coverage, signs a declination affidavit, files with a stamping office or pays a premium tax. Nothing here is legal, tax or regulatory advice. Commercial placements only, never personal lines.
Priced per job: a range before the test, a fixed price before you sign.
We set the range on the call, after learning how many placements you bind a month and how many home states they are filed in.

Does it know each state's tax rate and stamping fee?
How does it handle an account with locations in several states?
