// Asbestos abatement contractors · Notification files
Asbestos abatement notifications, built from the survey report and job papers, ready for your licensed supervisor to check.
Before setup, your office takes the survey report, the owner's details, the schedule and the landfill booking and turns them into one form per agency. A free AI proof of concept runs that same work on copies of 20 to 30 notices from your own files. Your reviewer, the licensed supervisor or compliance manager who handles these filings most, scores each draft against what the agency actually received.

// The one job
Survey report in, agency-ready draft out
The pieces already sit in the project folder: the accredited inspector's survey with the laboratory's results, the owner's and facility details, the contract or award letter, the schedule and work plan, and the transporter and landfill your office has booked. Your office works those into each agency's form, often two or three for one project, and a licensed person puts a signature on each.
For the test, AI gets copies of that folder and produces a draft for every agency the project went to. Each value carries a pointer to its source page, and amounts stay in the survey's own units. When the folder can't answer a required question, the field stays empty and the gap is named. Filing never happens. Your reviewer checks every draft against the notice as filed and against the amendments that came later.
for each agency
// What makes it hard
Why one project can need three versions of the same notice
One form can serve four agencies, and each wants it handled differently. Pennsylvania's Asbestos Abatement and Demolition/Renovation Notification Form, 2700-FM-BAQ0021, revised January 2022, can satisfy the state environmental department, the state labor department, the Allegheny County Health Department and Philadelphia's health department. The state's central office no longer takes it, so it goes to the regional office for the project's county, and the state's online system doesn't cover projects in Philadelphia or Allegheny County. Allegheny wants two copies, Philadelphia three, and a demolition filed with either one includes the facility inspection survey. Items 26 and 27 need original signatures from the contractor and the facility owner; a notice sent back for one starts its ten day period over from the resubmission's postmark. Revisions are highlighted, and Item 6 has a Job No. box for contractors who number their projects, so the draft carries yours.
In North Carolina the notice is also a permit application. Form DHHS 3768 applies for an asbestos removal permit under the state's rules and serves as the federal notification at once. It asks for the supervising air monitor and the abatement designer with their state accreditation numbers, the inspector's five-digit accreditation number, whether samples were collected, and whether they were read by PLM or TEM. Materials may be assumed to be regulated asbestos for a removal, but the inspection block is required for a demolition. Dry removal needs the state unit's written approval with the letter attached, and an ordered demolition needs the order attached. Once approved, the project gets a permit number, and the one-page permit and every revision stay on site for the whole job.
The kinds of notice multiply. New York's Asbestos Project Notification, form SH 483 dated December 2025, goes to the state's Asbestos Control Board at least 10 calendar days before the start, with a renewal inside the last 30 days of any project running past 12 months and a postponement at least 3 calendar days before the new start. A different contractor, a new location, or a completion date that passes with no amendment means a new notification and fee, and amended items are circled. Connecticut's Asbestos Abatement Notification Form offers new, blanket, revised, cancelation, emergency and postponed. Its health department treats a blanket as phased work expected within a year, updated each quarter, says a blanket never stands in for an emergency filing, and wants any revision in before the end date passes. The same form asks whether the contractor sent EPA its own ten working day or emergency notice.
The dates are abatement dates, and states draw the line in different places. Washington's labor department wants only the days asbestos is actually handled: mobilization and site preparation that won't disturb the material stay off the notice, and the dates must not conflict with the contract's dates for removal. A changed start has to be amended by 5:00 p.m. on the business day before the original start, a changed completion within eight hours of the change becoming known, and a project can be put on hold only after it has started. North Carolina reads its start date the other way, counting removal area isolation and preparation as the start of a permitted removal. Washington also expects a separate notice for each contract and usually each building, and forbids splitting a project to dodge notice. The draft states which rule each date follows and leaves the decision to your supervisor.
Amounts and names have to fit each agency's format. Connecticut has pipe insulation reported in square feet, worked out from the pipe's outside diameter and length with a conversion factor, while Washington wants totals in both square and linear feet. New York's form asks for the air monitoring firm and its license number, the laboratory's ELAP registration number, the transporter's state DEC permit number and each subcontractor's asbestos license number, and its signature line takes no cosigns or stamps. The draft gives every amount in the survey's own units; where a form wants a conversion, it shows the step with the factor the form supplies, or holds the line when no factor is on file. Your reviewer will check the agency, the notice type, each date against its rule and every amount against the survey.
// What you send
Notices already filed, with their source papers
20 to 30 notices already sent
Notices your office has already sent, with their amendments, postponements, renewals and cancelations. Mix states and agencies, and include one emergency filing and one project whose dates moved.
What each notice was built from
The inspector's survey and laboratory reports, the owner and facility details your team used, the schedule and work plan, and the transporter and landfill bookings.
Each agency's current form
A current blank of each agency's form and whatever checklist your compliance manager keeps. If your office numbers its jobs, include the numbering list.
Signed NDA, then copies
The NDA is signed before anything moves. Papers that must stay put can be replaced by stand-in projects your reviewer helps us build. Nobody from Massmarket signs in to an agency system or opens a live project file.
// Before it starts
Decided before any notice leaves your office
Each line below is your owner's to approve before a page is copied.
- Your reviewer
- Picked by the owner, most often the licensed supervisor or compliance manager
- Success criteria
- In writing: the fields that must agree, and how a held field counts
- The sample
- Chosen by your reviewer to span every agency and notice type
- Who decides
- Your licensed staff, on materials, dates and whether to file
- Price
- A range for live notification work, given before any copying
- NDA
- Signed before any survey report leaves the office

// After a yes
A month or so of live filings
After a yes from your reviewer, roughly 30 days of new projects get drafted the same way.
No notice reaches an agency until your licensed supervisor has checked and signed it, and filing stays in your office's hands.
Live drafts keep being checked against what your staff would have filed. Adding another job is its own decision and price; monthly support starts once a job is running.

// One hard limit
It drafts notices. It never files, signs or calls a material asbestos.
The proof of concept works on copies and never touches a regulator's portal, a live notification, a waste record or an open project file. It never decides whether a material contains asbestos, judges an air result, clears an area or signs a form. A licensed person on your staff makes every call, signs every notice and files it. Each state and local agency sets its own rules, and nothing here is legal, health or engineering advice.
Priced per job. You get a range before the proof of concept and a fixed price before you sign.
Your range comes on the call and turns on two numbers: notices filed per month, and the count of agencies and form versions in play.
